Retiring in Dubai is usually pitched as sunshine and a low-tax lifestyle. The practical questions are narrower: which permit applies to you, what must be confirmed before you tie up capital, and whether the monthly numbers still hold as insurance premiums and exchange rates move. This guide covers the property-based route and keeps the rules apart from planning advice.

Why retirement needs a longer checklist than a holiday

Retirement relocation combines residence eligibility, everyday funding, healthcare access and support from people you trust. A home purchase may tie up a large share of your savings. Assess life in Dubai separately from whether a particular property fits your budget.

What the rules say: the five-year retirement residence

Articles 51–52 of UAE Cabinet Resolution No.65 of 2022 provide for a five-year retirement residence, renewable subject to the conditions. The UAE Legislation portal lists the resolution as active, last amended on 3 June 2026. The Arabic text governs interpretation.

Official service descriptions differ in how they combine age, work history and financial criteria. If relying on work history, savings or income, confirm the applicable route with GDRFA before buying or moving funds.

DLD’s retired property-owner service specifies age 55+ and property from AED1 million. For a mortgaged property it requires bank confirmation of AED1 million paid. It describes a five-year permit and family sponsorship subject to conditions. Buying alone does not guarantee approval.

The resolution also specifies a fixed-income criterion of AED240,000 a year, equivalent to AED20,000 a month, with six months of statements. Do not automatically add it to the property-route requirements; confirm the basis for your application with the authority.

Before a binding purchase agreement, confirm the current requirements for your own application with the relevant authority:

  • whether your age and the specific property qualify, and how the AED 1 million is measured (price, valuation or amount paid; off-plan or financed purchases),
  • which documents substantiate your chosen residence route,
  • the conditions and documents for a spouse and for each child,
  • current fees per family member, the medical test, Emirates ID, mandatory insurance and renewal.

Pension payments and tax residency

Whether your pension provider will pay into a UAE account, in which currency, on which forms and with what proof of life, differs by country and by scheme. Do not assume payments will simply follow you. Before moving, ask the provider for written answers to each of those points.

A residence permit, Emirates ID, tenancy contract or bank account does not by itself decide where you are tax resident. Each country applies its own tests, such as days spent, permanent home and centre of vital interests, and a tax treaty may allocate pension income in ways that surprise people. Your current country may keep taxing some income after you leave. An independent tax opinion in both countries is worth obtaining before you change your address or sell assets.

Health cover for retirees

Medical insurance is a condition of residence, and it is priced by age and medical history. Premiums tend to climb with each age band, and policies may exclude or limit pre-existing conditions or impose waiting periods. A brochure price for a healthy younger person tells you little about your own position.

Ask insurers for a written quotation based on your actual age, conditions and medications, and check the hospital network, co-payments, annual limits and renewal terms for older ages before committing funds to a purchase. More background is in our guide to health insurance when relocating to Dubai.

Rent first or buy first?

The property route requires a purchase, but you can first test life locally with a rental appropriate to your immigration status. Renting keeps capital liquid and lets you test neighbourhoods, building quality, access to clinics and daily mobility, including without a car. Buying ties up at least the qualifying amount and adds transaction costs, annual service charges, maintenance and exit costs; see the real costs of owning an apartment in Dubai.

Consider a stay during the hot season before buying: the heat limits outdoor life for weeks and shows how you cope without friends nearby. Think about who would help if you became less mobile or lost a partner: doctors close by, someone for paperwork, a social circle.

If you plan to split the year between countries, check the absence and re-entry rules attached to your own permit; do not assume unlimited time abroad is allowed. A five-year permit also does not mean five years of fixed costs, because rent, service charges, premiums and renewal fees can change. Plan in advance how you would sell or let the property and bring the money home if you decide to leave.

A sample budget to adapt

Below is a hypothetical budget for someone renting during a trial stay. These figures illustrate the calculation, not market prices. An owner needs a separate budget: replace rent with any mortgage payments, service charges and maintenance, and account separately for purchase capital. Monthly figures in AED:

The total is 13,000 AED a month, or 156,000 AED a year. If a pension of 8,000 AED a month arrived in dirhams, the monthly gap would be 5,000 AED, or 60,000 AED a year; over five years that is 300,000 AED, before premiums rise or exchange rates move. If your income is in another currency, rerun the table at a weaker rate. Keep part of your capital liquid, separate from any property bought for the permit.

  • Housing rent in a trial-stay scenario: 6,000
  • Utilities and internet: 800
  • Food: 2,000
  • Local transport: 500
  • Health insurance (annual premium divided by 12): 1,500
  • Flights to see family, averaged: 700
  • Everything else: 1,000
  • Visa, ID and renewal reserve: 500

Comparing Dubai with another destination

Compare Dubai, Cyprus, Portugal or another destination using the same categories: residence rights, tax treatment of your pension, healthcare, housing, transport and distance from people close to you. Obtain current official requirements and personal quotations. A general best-country ranking cannot replace your household’s budget and eligibility checks.

Who this route suits

The key question is whether dependable income covers spending with a reserve for healthcare, exchange rates and changing plans. A pension alone may or may not suffice, depending on its amount and your budget. Do not base relocation on an assumption that tax obligations disappear or a property can always be sold quickly.

Main risks

Run through these before deciding:

  • differences between translations and changes to document lists and fees: confirm the current position with the authority,
  • health costs that rise with age, with possible exclusions,
  • currency movements against your income,
  • capital stuck in a property that is slow to sell,
  • distance from family and thin local support,
  • losing the permit at renewal if the conditions are no longer met.

Summary

The five-year retirement residence through property is a specific route: age 55 or over, a purchase of at least AED 1 million, renewable while conditions hold. Before spending a dirham, get written confirmation from DLD or GDRFA, an insurance quotation for your own age and health, answers from whoever pays your pension, and independent tax advice. Then test the lifestyle on a rental.
