Cyprus and Dubai are often compared as if each were a single switch. In practice, a move involves at least five separate questions: where you are tax resident, whether you hold non-dom status, which visa and property you have, where a company is managed, and where your family actually lives. Each can point in a different direction. This article keeps them apart, labels a Polish case clearly, and uses a hypothetical budget to show running costs. It does not recommend a jurisdiction, because the right answer depends on facts that only you and your advisers know.

Five layers, five different questions

Most confusion comes from using one word, 'residence', for several different things. A visa is permission to stay. Tax residence affects the scope of taxation; obligations can also arise where income originates. Domicile and Cyprus's non-dom status are another category again. Buying a home gives you somewhere to live, but settles none of the rest.

  • Personal tax residence: each country applies its own tests, so two countries can both treat you as resident in the same year.
  • Domicile and non-dom: a status inside a tax system, not a substitute for residence.
  • Visa and property: immigration and ownership facts that may support a move but do not decide tax.
  • Company management: check where decisions are really taken and how the relevant law treats the registered seat.
  • Family and the actual move: where people sleep, study and see doctors.

Cyprus: tax residence first, non-dom second

Cyprus residence rules include more than 183 days or a conditional 60-day route. The latter also requires qualifying activity and a permanent home; days alone are insufficient. Non-dom concerns SDC, not all taxation. From 2026, removal of rental SDC is not a special non-dom privilege. Read the full official conditions.

Dubai: UAE residence is its own test

The rules to read are the UAE's, not a marketing shorthand about 'Dubai'. A residence visa, an Emirates ID or a tenancy contract are practical documents, but none of them alone answers the tax question, and a company's residence is a further, separate matter. We do not repeat thresholds here so they stay in one place: the full explanation is in UAE tax residency for Dubai property owners.

Visa and property: useful facts, not a tax answer

A purchase often comes first in time, which makes it feel like the decision itself. It is better treated as evidence of intent and as a source of costs. It can support a permanent-home argument and may be linked to visa routes, but it does not by itself settle tax residence in either country.

If the property is also meant to be let, the net result after costs matters more than the headline figure. The articles on ownership costs when buying a Dubai apartment and on net rental return walk through the line items, and Dubai property correction scenarios are worth reading before you commit.

Company management: where decisions are really made

A company registered in one place can still be managed from another. When an owner lives in Cyprus or Dubai but keeps running a company elsewhere, questions can arise about where management and control actually sit, whether a permanent establishment might exist, and what local duties apply to directors. There is no universal answer; the facts decide.

  • Who signs contracts and approves payments, and from which country?
  • Where do board meetings take place, and are they minuted?
  • Does the company have staff, an office or a manager in its home country?
  • Which bank mandates and filing duties does each director carry?

Polish case: leaving Polish tax residence is a question of facts

For the Polish case, official guidance identifies a personal or economic centre or more than 183 days. Dual residence requires the applicable treaty analysis. Spending 184 days abroad does not automatically end Polish residence.

Consider a hypothetical Polish family that has just bought a home in Cyprus or Dubai while one parent keeps running a Polish business remotely. This is not a verdict either way, only a list of questions to settle with documents.

  • Where do the spouse and children spend the school year, and where are they registered with doctors?
  • Where does the business's real work happen: staff, clients, contracts, bank approvals?
  • Which home is the main one, and what happens to the Polish home: sold, let or kept?
  • Is there a treaty between Poland and the new country, and how does it settle conflicting residence?
  • What do passports, flight bookings, card statements and utility bills show about the actual calendar?

Honest records instead of minimum-day gaming

Keep an accurate calendar of stays and organised travel and residence evidence. Give your adviser the relevant facts about family, work and assets without unnecessary medical records. Before moving, assess any consequences of a residence change for your assets and future income.

Family, schooling, health and daily routine

Tax is only one column. Compare the rest question by question, using quotes you collect yourself rather than rules of thumb.

  • Schooling: curriculum, language, entry dates, waiting lists, and how a child would re-enter another system later.
  • Health: public versus private cover, who is covered, how the policy is paid, and where care for existing conditions is available.
  • Housing: owning versus renting, lease length, service charges, and a plan if the decision changes after a year.
  • Currency: income, school fees and a mortgage may sit in different currencies; decide where the exchange risk lands.
  • Management routine: time zones for calls, travel to your other business locations, how many trips the business needs.
  • Responsibilities: who handles filings, renewals, bank mandates and registrations in each country.

A hypothetical household budget (illustration, not data)

This is a hypothetical exercise: the figures are invented round numbers in one currency unit, not market quotes or forecasts. Assume one-off setup of 30,000 (moving, furnishing, registrations), annual household costs of 180,000, flights of 12,000 a year and professional advice of 8,000 a year.

Year one: 30,000 + 180,000 + 12,000 + 8,000 = 230,000. Following years: 180,000 + 12,000 + 8,000 = 200,000. Tax is excluded because it cannot be calculated without income, a residence outcome and a structure. For your own comparison, use the same currency for both places and include costs in your former country if you keep a home there.

The categories are assumed not to overlap. Household spending covers ongoing housing and living costs; a property purchase and taxes need a separate budget. Future annual costs may change.

Questions that decide fit, instead of a winner

Cyprus may suit people whose business, job or office can genuinely sit there and who value European proximity. Dubai may suit those ready to build routines around UAE rules and a longer distance from Europe. Neither fit is about tax alone, and staying put can be the most sensible option when family and business remain where they are.

The recurring risks are relying on old articles, confusing a visa with tax residence, ignoring where a company is managed, underestimating annual costs, and overlooking actual family ties.

Summary

Separate the five layers, gather the documents and count annual costs, not only entry costs. Only then does a Cyprus and Dubai comparison mean something. Take the specific decision to a tax adviser who knows both your home country's rules and the destination's.
